HSR Stage 1 Refresher (Pre-recorded Webinar) course overview

Over time, the role of a Health and Safety Representative can drift, with responsibilities and boundaries becoming less clear in practice. This HSR Stage 1 Refresher is delivered as a 2-hour pre-recorded webinar and provides a focused opportunity to revisit the fundamentals of the HSR role in line with the Health and Safety at Work Act 2015 (HSWA).
 
We don’t expect reading a textbook alone to be enough. Instead, this pre-recorded webinar brings the fundamentals of the HSR role back into focus in a clear and structured way. Participants refresh their understanding of duty holders and their responsibilities, along with the role and functions of HSRs, including supporting worker participation and raising health and safety matters in the workplace.
 
IMPAC’s focus is on supporting HSRs to maintain a clear understanding of their role and responsibilities over time, rather than just completing a refresher requirement. Participants finish the course with the confidence to continue contributing to effective worker participation and supporting health and safety practices in their workplaces, with access to the latest HSR Stage 1 pocket guide.

  • HSRs whose responsibilities have become less clear over time and who want a focused reset on functions, boundaries, and day-to-day expectations.
  • Worker representatives who need to revisit how duty holders, worker engagement, and participation fit together in practice.
  • Organisations that want current HSRs to maintain confidence in raising health and safety matters and supporting effective participation processes.

This HSR Stage 1 Refresher is built as a focused online learning experience, so learners can revisit the HSR role without having to sit through a full entry-level course again.
 
The pre-recorded webinar uses plain-language explanation, worked examples, and role-based scenarios to bring key points back into focus, including duty holders, HSR functions, worker engagement and participation, and when health and safety matters should be raised. Rather than treating refresher learning as a box-ticking exercise, the course helps participants reconnect the legislation to the everyday situations they are likely to face in New Zealand workplaces.
 
A short post-webinar quiz gives learners a clear checkpoint at the end, while the supporting pocket guide helps them take the essentials back into day-to-day work.
