Understanding Your Prequalification
We provide assessment services for two overarching Health and Safety Prequalification frameworks: PREQUAL and TŌTIKA.
Both frameworks are designed to ensure contractors meet high health and safety standards. PREQUAL is our highly respected, pan-industry application, while Tōtika is built specifically for the construction sector. It is critical to choose the prequalification type that best fits your industry and your client's specific requirements.

PREQUAL Categories and Pricing
We don't expect a one-man band to have the same safety bureaucracy as a multinational construction firm. PREQUAL is scaled to your commercial reality. When you apply, you will be assessed against one of the following categories based on your size and operational profile:
- Sole Trader | $145 + GST
- Individual who works independently. You may be a limited liability company, but you work independently as a lone worker. You have no employees beyond possibly a partner or someone handling basic administration like invoicing or quoting.
- Category 1 | $575 + GST
- Very small contractor. You employ between 1 and 5 staff and may also engage subcontractors to support service delivery to your clients.
- Category 2 | $715 + GST
- Small contractor. You employ between 6 and 15 staff and may also engage subcontractors to support service delivery to your clients.
- Category 3 | $1,275 + GST
- Contractor. You employ 16+ staff and may also engage subcontractors to support service delivery to your clients.
- Category 4 | $2,195 + GST
- Main or controlling contractor. A Principal Contractor is a PCBU with primary management or control over a workplace, often the entire worksite or project (e.g., a major construction site). They have the primary responsibility to oversee and coordinate all work activities, including those of subcontractors.

Core Criteria and Questionnaire Requirements

PREQUAL Validity Periods
Unlike generic pass/fail systems, IMPAC PREQUAL focuses on continuous improvement. We grade your assessment based on the quality of your operational evidence, and your final rating dictates how long your prequalification remains valid:
- 24 Months: If you achieve an overall final rating of 60% or higher.
- 12 Months: If you achieve an overall final rating between 30% and 59%.
- 6 Months: If you achieve an overall final rating between 0% and 29%.
These varying validity periods are strictly intended to support your operational growth, enabling you to take our assessors' feedback, improve your systems, and showcase enhanced capabilities during re-assessment.
Bonus: If you renew your H&S Prequalification within 3 months of its expiration, the additional time will be automatically rolled over and included in your new validity period.
Understanding the PREQUAL Assessment Process

Step 1. Business Profile Answer a few quick questions about your business size, activities, and operating regions. Based on your answers, our system will recommend the most appropriate PREQUAL category for your operations.
Step 2. Submission Complete the online assessment and upload your physical evidence. One of our experienced, New Zealand-based practitioners will review your submission and may request additional details if needed.
Step 3. Response Receive pragmatic, expert feedback directly from your assessor. You will have a dedicated window to provide extra information or clarification to help complete your assessment faster and boost your final rating.
Step 4. Prequalified Once your assessment is finalised, download your official H&S prequalification report and certificate to share immediately with current and potential clients.
