This course teaches learners how to conduct risk assessments and perform basic incident investigations, equipping them with essential health and safety skills.

Overview

HSR Stage 2 course overview

Treating a risk assessment as a one-off exercise won't keep your people safe, and pointing fingers after an incident doesn't stop it from happening again. This two-day HSR Stage 2 training course gives Health and Safety Representatives (HSRs), leaders, and others involved in managing risk and investigating incidents the practical skills to manage risk effectively and carry out incident investigations that get to the root causes.
 
We don't do dry compliance lectures or theory overload. Instead, our industry-experienced trainers get learners stuck in, using examples and scenario-based group work that reflect the reality of New Zealand workplaces. Participants build genuine capability across both risk management and incident investigation, from applying structured approaches to risk assessment through to understanding multiple causation and the "Defences Model," and producing effective incident investigation reports that support meaningful outcomes.
 
IMPAC’s focus is on building constructive problem-solvers who add genuine value to your operations, rather than just ticking a compliance box. Participants leave with quiet, competent confidence to navigate differing perceptions of risk, overcome reporting barriers, and identify absent or failed controls without relying on blame. This course is designed for:
  • Health and Safety Representatives who need practical capability in risk assessment and basic incident investigation.
  • Supervisors, team leaders, and frontline managers responsible for day-to-day hazard identification, risk controls, and follow-up after events.
  • Engineers, project managers, contract managers, and designers whose decisions influence how work is planned, carried out, and reviewed.
  • Health and safety personnel and other workers who need to understand legal requirements, reporting barriers, root causes, and failed controls in real workplace situations.

Our approach

+IMPAC's HSR Stage 2 training approach

IMPAC runs HSR Stage 2 training as a practical working session rather than a lecture-heavy compliance exercise. Learners work through realistic scenarios that mirror the decisions they face on the job, including identifying hazards, using a risk matrix, choosing controls, and recognising where controls have failed.
 
Facilitators use guided discussion, group exercises, and structured investigation practice to help people test their judgement and explain their reasoning. The incident investigation component focuses on asking better questions, separating facts from assumptions, and using tools such as root cause analysis, multiple causation, and the Defences Model to produce reports that are useful back in the workplace. The aim is simple: learners leave better prepared to assess risk, take part in investigations, and contribute to safer day-to-day operations.
