Overview

HSR Stage 3 course overview

You can have the best safety systems in the world, but if your workplace culture is poor and your people are afraid to speak up, those systems will fail. This interactive two-day HSR Stage 3 training course gives Health and Safety Representatives (HSRs), leaders, and others involved in workplace health and safety the practical tools to understand, influence, and improve workplace culture, and strengthen communication to promote effective health and safety practices.

We don't do endless presentations or passive lectures. Instead, our industry-experienced trainers get learners stuck in, using group activities and examples that reflect the reality of New Zealand workplaces, including real-world communication breakdowns and the use of frameworks such as the DESC and GROW models. Participants build genuine capability in understanding workplace culture, applying interpersonal and mass communication models and methods, and developing practical approaches to reporting, documentation, and communication planning.

IMPAC’s focus is on developing constructive problem-solvers who add genuine value to your operations, rather than just ticking a compliance box. Participants leave with the quiet, competent confidence to challenge the "this is how we’ve always done it" mindset. Supported by a high-quality, comprehensive pocket guide, your reps step back into the workplace ready to support a more inclusive and proactive approach to health and safety.

Curriculum

What you'll cover

This course is designed for:
  • Health and safety representatives who want to strengthen how they influence day-to-day safety culture.
  • Supervisors, team leaders, and frontline managers who communicate health and safety expectations and support worker participation.
  • Organisations wanting a more practical and consistent approach to speaking up, raising concerns, and improving safety culture across teams.

Our approach

+IMPAC's HSR Stage 3 training approach

HSR Stage 3: Workplace Health and Safety Culture and Communication is delivered as a practical, discussion-led course that helps learners test ideas against the kinds of conversations they deal with at work. Facilitators use practical examples, guided discussion, and structured activities rather than relying on slides alone, keeping the focus on how culture, communication, and worker participation show up in everyday situations.

Learners work through communication breakdowns, reporting situations, participation challenges, and the factors that influence whether concerns are raised early or ignored. The course also introduces structured communication tools such as DESC and GROW through guided activities that help participants practise choosing the right message, method, and audience in difficult workplace conversations.
