Overview

Permit Receiver course overview

A signed permit does not remove the risks or significant potential consequences associated with high-risk work. Permit receivers are directly exposed to those risks, but as work pressure builds and risk fatigue sets in, it can be easy to fall into a “she’ll be right” mindset and overlook critical controls or changing conditions. This Permit Receiver course builds the knowledge and skills required to safely apply for, accept, and work under a permit.
 
We don’t believe in rushing through permits with the bare minimum to satisfy a compliance checkbox. Instead, our industry-experienced trainers guide learners to develop the skills to prepare for work, understand permit conditions, verify critical controls, and recognise when conditions have changed. The course also reinforces communication requirements and when additional controls are required for high-risk activities such as hot work, confined space entry, working at height, and excavation.
 
IMPAC’s focus is on building practical capability so workers can safely carry out their tasks under a permit. Participants step back into the workplace equipped to understand and apply permit conditions, recognise when work should not proceed, and ensure work is carried out safely.

The training keeps attention on the decisions permit receivers need to make in real workplaces: understanding the scope of work, confirming conditions are right, checking critical controls are in place, and recognising when work should stop or be escalated.

Frequently asked questions

This course is suited to company personnel and contractors who receive work permits as part of their work. It is especially relevant for people working under permits for hot work, confined space entry, working at height, excavation, and other tasks where permit conditions and control checks must be understood before work begins.

Permit Receiver training is strongly recommended wherever workers need to receive and work under permits for high-risk activities. Workers involved in permit-controlled work need to understand permit conditions, hazards, control measures, and when work must not proceed. Many sites and clients also require workers to complete permit training before they can work under active permits.

Learners need written and spoken English equivalent to NCEA Level 1 (Year 11) or an IELTS score of 5.5 or higher. It also helps if learners already understand basic risk assessment, their organisation’s permit-to-work procedures, and the site-specific risks linked to their work.

The course runs for 1 day. That time is used to cover Permit Receiver responsibilities, permit-to-work controls, and assessment requirements. A pre-recorded webinar option is also available for learners needing a more flexible training format.

Yes, this course includes one assessment covering Permit Receiver responsibilities, permit conditions, communication requirements, documentation, and additional controls used for higher-risk work.

This course covers NZQA Unit Standard 17588, which relates to applying for, accepting, and carrying out work under a permit system used to manage higher-risk workplace activities.

IMPAC recommends refresher training at least every two years so workers remain confident applying permit conditions, communication requirements, and control verification processes during high-risk work. Some workplaces or high-risk environments may require more frequent refresher training depending on operational risks and site requirements.

Yes. Permit Receiver training is available as a public course, in-house training, and as a pre-recorded webinar. In-house delivery can work well for teams using the same permit system or operating in similar high-risk environments, helping reinforce a consistent approach to permits across the workplace.
