Permit Issuer (Pre-recorded Webinar)

This webinar is intended for people who issue permits, or who are preparing to issue permits, on behalf of their PCBU. It is especially relevant for supervisors, coordinators, and workers involved in high-risk work where permit controls need to be understood and applied properly.

Permit Issuer training is commonly used where organisations rely on permit to work systems to control high-risk activities. Workers responsible for issuing permits need to understand site procedures, hazards, isolation requirements, and the controls that must be verified before work begins. Many sites and principal contractors also require formal permit training before workers can issue permits under their systems.

Learners need written and spoken English equivalent to NCEA Level 1 (Year 11) or an IELTS score of 5.5 or higher to understand the course content, follow permit-to-work requirements, and complete the assessment.

Yes. This course covers NZQA Unit Standard 17590, which relates to issuing, monitoring, and closing worksite-specific permits used to manage higher-risk work activities.

It covers the core knowledge needed to issue worksite-specific permits safely and correctly. Learners work through permit procedures, identifying when a permit is required, preparing the worksite, applying and verifying controls, and managing permits throughout the work process, including monitoring and close-out requirements.

No. This course builds the knowledge needed to carry out the permit issuer role, but it does not replace your organisation’s own permit system or site-specific requirements. Learners still need to understand the specific forms, authorisations, and control expectations used in their workplace.

IMPAC recommends refresher training at least every two years to help permit issuers maintain confidence applying permit-to-work procedures, verifying controls, and managing high-risk work activities consistently. Refresher training may also be needed where procedures, risks, or site requirements change.
