HSR Stage 3: Workplace Health and Safety Culture and Communication is delivered as a practical, discussion-led course that helps learners test ideas against the kinds of conversations they deal with at work. Facilitators use practical examples, guided discussion, and structured activities rather than relying on slides alone, keeping the focus on how culture, communication, and worker participation show up in everyday situations.
Learners work through communication breakdowns, reporting situations, participation challenges, and the factors that influence whether concerns are raised early or ignored. The course also introduces structured communication tools such as DESC and GROW through guided activities that help participants practise choosing the right message, method, and audience in difficult workplace conversations.

This course is suited to health and safety representatives, supervisors, team leaders, frontline managers, and others who help shape how health and safety is discussed and acted on at work. It is also useful for engineers, project managers, contract managers, designers, and others needing to communicate clearly about risk, worker participation, and workplace expectations.
HSR Stage 3 training helps representatives and workplace leaders strengthen communication, engagement, and workplace health and safety culture capability. While not every workplace requires this level of training, it is often valuable where HSRs play an active role in influencing worker participation, safety leadership, and organisational health and safety culture.
Learners need written and spoken English equivalent to NCEA Level 1 (Year 11) or an IELTS score of 5.5 or higher. If a learner may need additional support, please contact our team before enrolment to discuss available support options.
This course is available face-to-face and live online via Zoom, giving organisations flexibility when delivering training focused on workplace health and safety culture and communication.
The course runs for 2 days. That time is used to work through workplace health and safety culture, communication methods, reporting requirements, and practical communication exercises linked to real workplace situations.
Yes, this course includes one assessment to confirm learners understand the communication and workplace health and safety culture concepts covered in the course.
This course covers NZQA Unit Standard 30266, which relates to workplace health and safety culture, communication, reporting, and promoting healthy and safe work practices.
Yes, this course can be delivered in-house either face-to-face or online. In-house training can help organisations strengthen communication, consultation, and workplace health and safety culture across teams.
