Overview

Health & Safety Representative (HSR) Fundamentals course overview

Simply telling someone they are an HSR does not give them the skills and knowledge to carry out the role effectively. This one-day Health and Safety Representative Fundamentals course provides a practical introduction to the HSR role and responsibilities, supporting learners to meet the minimum training requirements under the Health and Safety at Work Act 2015 (HSWA).
 
We don't do ‘death by PowerPoint’ or dry compliance lectures. Instead, our industry-experienced trainers get learners stuck in, using examples and scenario-based group work that reflect the reality of New Zealand workplaces. Participants build practical skills in understanding the HSR role, communicating with workers and management, and supporting participation in health and safety processes. The course introduces key concepts such as hazard identification, risk management, and the role of HSRs in supporting safer workplaces, including the use of Provisional Improvement Notices (PINs).
 
IMPAC’s focus is on building practical capability that adds genuine value to your workplace, rather than just ticking a compliance box. Participants leave with a clear understanding of their responsibilities and the confidence to step into the HSR role and contribute to effective worker participation.

This Health and Safety Representatives (HSR) fundamentals course is run as a practical, trainer-led session built around the kinds of conversations and decisions HSRs deal with in real workplaces. Learners work through guided discussion, short teaching inputs, and realistic scenarios so they can make sense of the role instead of just memorising definitions.
 
Throughout the day, the focus stays on what an HSR actually needs to do well: speak up for workers, communicate clearly with managers, recognise when something needs to be escalated, and understand the basics of hazard identification and risk management. The course also introduces how Provisional Improvement Notices fit into the wider health and safety process, so learners leave with a clearer view of where the role starts, where it has influence, and how it supports safer day-to-day work.
